Soft Spoken: meaning

Soft spoken is a voice with its volume turned down but its warmth kept on. Unlike a whisper, where the vocal cords do not vibrate, soft speaking uses them, so the voice has tone and pitch. It sounds like someone speaking to you at bedtime or in a quiet library.
